Yes it is, it's a D felony. See Kentucky revised statutes 514.030. A felony carries a penalty of 1-5 years.

If the item stolen is worth more than $300, then it is a felony.
There are some exceptions, of course. Sometimes the theft of $100 is sufficient to make the crime a felony.
