is it legal for a doctor to not take you in as a new patient because of your legal record?

Yes. A doctor is like any other professional or business; we can choose our clients. So long as the criteria isn't discriminatory based on a protected class, we can use whatever criteria we please to choose those clients. A physician may very well refuse to take on a patient with a criminal history, a history of suing other doctors, or a history of not paying other doctors.

The only time a doctor cannot choose his or her patients is in an emergency situation, when there is a duty to treat. Of course, if there is another doctor available to treat the emergency patient, then the doctor could still refuse that patient.
