Paying Attorney Fee
If an attorney did not do the job I felt he should. Am I still liable to pay what he requests?

The short answer is Yes. Contingent fees (fees which depend on the outcome) are not allowed in criminal cases. The fact that the result may have come out against what you wanted to happen, does not mean that the fee is not owed.
Of course, there are exceptions. If the lawyer didn't do ANY work on the case, then the lawyer has a problem. Why not sit down with the lawyer and tell him or her what you are unhappy about with respect to his representation and hear their side of the story?
