if you pick up someones purse an go through it an move it can you get in trouble

Depends on your intent, whether a crime was committed. I would suggest, however, staying out of other people's stuff, just to be safe. (Unless, of course, you found a lost purse and were searching for the identification so that you could contact its owner.)
