Police Homicide Investigation Procedures
My friend was shot and killed by an 11 year old child.I do not believe that the sheriff's department handled the investigation properly and ruled it self defense. Can you please provide me with the proper investigation procedures for a homicide? What are they required to do?

Depending on the size of the county, most, if not all, Kentucky Sheriff's depend upon the Kentucky State Police for investigation of homicides. Counties in which there is a large city (Louisville, Lexington) Homicides are normally investigated by the police departments. There is no set procedure. Each department has its "protocals" that it follows. Usually the only thing that the local Sheriff does is (if they are the first to arriive)is to protect the crime scene and secure witnesses. Usually, the County Attorney's office is the office that determines how to proceed legally. They initially determine if there is sufficient evidence or not. Ultimately, it is for the Grand Jury to determine if there should be charges or not. I now that this seems to be an evasive answer but you can go to your local Sheriff or county attorney and ask. They may not be able to tell you everything if the investigation is still continuing but they should be able to tell you where the case stands and why. You are also free to consult your own attorney.
