Legal Question in Criminal Law in Kentucky
If you own property, that was given to you, and cannot afford a lawyer, does the court have to appoint you a lawyer? Also, if you have a prescription drug in your pocket, outside of the container when arrested is that considered DUI?

DUI is driving under the influence. Having a prescription drug in your pocket that is not prescribed to you is a different charge, possession of a controlled substance of whatever sort.
You are entitled to an attorney if you cannot afford one. Owning property does not necessarily mean that you can afford a lawyer. You should ask the court for an attorney if you cannot afford one.
