If you are appointed a public defender and he is doing nothing to help you, can you request another public defender

Generally, no. The Public Defender's office is appointed and they assign an attorney. As a general rule PD's are carrying many more cases than they can effectively handle. That's why many times it is in your best interest to find a way to hire your own attorney.
