Legal Question in DUI Law in Kentucky

dui conviction ten years ago

My wife was convicted of two DUIs 1st. in 1997. She completed one course, but she did not complete the second course. Her DUIs were both listed as first offenses. I don't know how, but they were. Is there a statute of limitations on this? Will there be a bench warrant for non compliance on the second one? When will she be able to get her license back?
