principal harassing student
Is the principal allowed to scream, resulting in spit on face, and threaten a child, plus, call parent at work and scream at them?

This is probably not a tort (i.e., the screaming) since it doesn't appear to be intentional. There is no evidence that the content is hateful or defamatory. However, the principal may, by contract, be accountable for his/her conduct, requiring him/her to adhere to a standard of professionalism. Your best bet is to file a complaint with the school board. At least it will be on his/her employment record.
The call to the parent would likely be okay since it is instrumental to the principal duties.
