Can the principle of a high school film you without your permission at lunch?

Yes. You can be filmed any time you are in public. Within reason. (Obviously, you have an expectation that the filming is not angled up your skirt.) However, there are restrictions as to what can be done with that footage. If it's for security reasons, it's fine. But it can't then be used for commercial purposes, i.e. sold to a filmmaker for a documentary on high school life, nor can it be used in an advertisement for Mystery Meat, without you (or your parents) signing an authorization.
