Student loan, living expenses check

I have a student loan to go to hair design school, I was able to get extra on my loan for living expenses. The government sends the school the check and they are supposed to take out the tuition and send a check to me with the remaining amount. Now they hold the check stating that you have to have so many hours before they will send you your check.

Is that legal?

To me it sounds almost like a form of blackmail or quid pro quo.

I would just like to know if what they are doing is legal or not and if I have any rights to take them to court if what they are doing is illegal.

The University is required to keep a written statement concerning how it handles and dispenses student loans. Request that and review it with them. They cannot improvise the manner of disbursement.
