7 days with mom and 7 days with dad

Are the rights of a mother and her 4 children (ages 3, 5, 10 and 12) being violated by a 90 day court order for each parent to keep the children 7 days and return them to the other parent,( thats lasted for 18 months ) being violated and what can be done about it, while the case is at a stand still, bogged down in court with a special judge who comes every two or so months? Does the mental well being of the children mean nothing? 18 months out of a 3 yr. olds life is life changing!

This is unusual, but I doubt one could say any rights are being violated. You would need a psychologist or doctor to testify that this is not in the children's best interest. If the judge won't set a hearing you can file a Writ of Mandamus with the Court of Appeals.
