Legal Question in Family Law in Kentucky

I was 18 when I had my son, and I was unmarried. We broke up shortly after our child was born because I found out he was hiding a drug addiction from me. Over the next two years I did what I could to try to let our son see his father, but there was never any stability with where my ex lived or staying off the drugs. The final time he has seen my son he brought contraband around him. It's been a year now and since then I've married my now husband who is in the Army(my son is almost 3) and we moved from AZ, to Fort Knox, KY(we've been here 7 months). I'm trying to figure out what to do, or which state I need to start paperwork in for my ex to sign over his rights? There is a whole lot more to the story, but that is my general question.

If not custody type action has been filed in another state, then Kentucky would have jurisdiction. If some kins of custody action has been filed in another state previously, then it becomes more complicated. If your ex is willing to voluntarily terminate his rights AND your husband wants to adopt your son, then it can be a pretty straightforward process.
