Can a 16 (almost 17) year old get emancipated in the state of Kentucky. If so what are the laws that go with it.?

Yes, at the discretion of the court. And no, I can't tell you what the judge(s) in your jurisdiction generally find as good cause to grant emancipation of a minor. Seek local counsel.
