Age to be Married

My son is 18.His girlfriend mother of his child is 15,State of Tennessee will not issue marriage license even with parents consent.We are on border line of Ky.My son has already paid for a wedding that was suppose to take place Feb,10 2001.Do you know the leagle age of Ky.
