Change of custody

How would I determine when custody was changed from the custodial parent to a relative and why I wasn't contacted on this information. Should the child support agency handling my payments have this information.

The AG's office is not a depository of information. It's all you can do to find out the details of any case they are working on. The court has this information. It's in a file which you can request from storage and look at. Copies are a $1/page. You would have to send someone to research the file.
