Child Abandonment

My daughter has not seen her father in 17 months and in that time she only received one letter from him back in March of 2002, no phone call or anything. Can I go to court to obtain full custody on the grounds of abandonment? He does not deny being her father, we were never married, but his name is on her birth certificate. We are both prior service and while active the commander set child support but he has been out 4 years and has not paid her a dime. I don't have the cash it would take to get a court order and I also feel the step mom may be preventing contact on the father's end. Please help.

Call the "Child Support" office listed in the phone directory. If you cannot find it call the local County Attorney or Circuit Clerk. This will help you with the support or at least answer questions. Since there is no court order here with respect to custody, support and visitation, then some steps should be taken. After you speak with the child support office, they may try to get you to legal services, if you qualify financially. Right now, he has no right of visitation, etc. You do have a right to have support.
