If in a child custody case one parent was granted sole custody of a child and the other parent was granted usual visitation, then at a more advanced age (14) the child wants to live with the other parent, what are the legal stipulations or otherwise?

The child's wishes are only one of the considerations in deciding custody, which is based on the standard of "best interests of the child." Provided that the custody order was entered 2 years ago or longer, the non-custodial parent can move for a change of custody based on that standard.
