can the child protective agency in ky. take custody of a child on hear say of neglect without investigating the accusations first?

They can bring an emergency removal petition before the court, and the court will hear the allegations and determine whether there is cause for removal. Hearsay will be admissible. We're talking about the safety of children. If the allegations are serious, there's no time to waste as the Cabinet spends several weeks investigating. If a petition is filed, the parent in question should quickly bring as much evidence to court as possible to dispute the allegations, or removal will be ordered.
