Child Support Garnishments
If one state is taking 65% of your income,can another state take the rest of your income leaving you with nothing?

Simply-yes. If the support is past your ability to pay, then you need to go to court and try to have the amounst lowered. Garnishments result from unsatisfied judgments. Judgments occur when no one tries to pay the support. Ultmately, you can be charged with a felony in most states, including Kentucky for not paying support.
