how can they make an child support order with out a d.n.a test and the no name on birth certificate?

If an alleged father is served with notice but fails to show up at court, then the court can enter a default judgment against that person and establish paternity. Alternative, if that alleged father signed a waiver stating he was the father or stated under oath that he was the father, then a judgment assigning him paternity could be entered.
