Does a custodial parent have to let the noncustodial parent see the kids with out a court order

If there is no custody order ever entered, then the "noncustodial" parent has the same rights as the "custodial" parent. If there is a custody order in place, then there should have been some sort of arrangement on visitation.
Sounds like you need to go get a consult with a local family law attorney to find out what exactly has been ordered.
