Legal Question in Family Law in Kentucky
Our daughter is a single parent to our 3 year old granddaughter. Our granddaughters father committed suicide January 2010. They both reside with us. Our granddaughter receives SSI from her deceased father. Our daughter's income plus her daughters SSI keeps her from getting insurance from the state of KY. What can we do in order to add our granddaughter to our health insurance policy. Our daughter is on our insurance, her age is 24. We have BC BS of IL.

Unless you are her legal custodians, you likely will not be able to add her on to your insurance. Different insurance companies have different policies about coverage, but I think most will probably not allow you to add on a grandchild for whom you are not the legal custodian. But that is something to check with your insurance company about.
The income limits are higher for KCHIP, has your daughter applied for that (although she was excluded from Medicaid)? As retaliation for making reforms to health insurance law so that children with pre-existing conditions will not be excluded, even though the insurance companies can provide no direct evidence that shows this will even hurt their bottom line, the insurance companies in Kentucky have elected to stop offering "child-only" insurance policies. So, if your daughter wants to get insurance for your granddaughter, she will need to find a policy for the both of them, whether through her employer or purchasing a separate policy.
