Legal Question in Family Law in Kentucky

My daughters father is supposed to have a 3 hoour visit with her every Wedneseday. He is working during the court set visiting hours so I have tried to arrange acceptable hours so that he can visit with his daughter. Instead he wants her to spend the three hours with her stepmother whitle he is working. Is this acceptable?

Probably. You can take the matter before the judge, but likely the court will find that it is his visitation time and he can leave her in her stepmother's care while he is working, unless of course there is more to the story. You should of course consult with your attorney on the matter, who is apprised of all the facts of your case (including knowing which judge you're before, which makes a difference).
