decree compliance

is it possible for me to file a motion for contempt without an atty?

Yes you can though I make no promise as to the ease of doing so. The practice in many counties is to file a "Rule" commanding the party to appear and "show cause". The Rule is signed by a judge and then served by a sherriff or constable, which involves a fee. Depending on your judge, they may allow you to do the simpler thing and simpler file a motion to hold in contempt and mail it to the other party. The downside is that if they do not appear at court, the Judge would have a hard time issuing sanctions at that time, but could issue a summons.
