Legal Question in Family Law in Kentucky

My ex-husband I have joint custody of our child. He has not once exercised his rights to visitation. However, recently he wants to sign his rights over.(Fine)...but he only wants to do so to avoid child support...their is no one to adopt my son....So the question is can I have have full custody and he have to still pay support?

The court isn't going to let him terminate his rights so he can evade child support.
