Legal Question in Family Law in Kentucky

My ex-wife and I have been divorced just under 2 years. She lives in KY and I live in OH. We have joint custody of our twin girls, however they live with her during the school year. I get them in the summer and some holidays. My ex has 3 other kids that live with her and her boyfriend has a kid. I feel my girls are in unsafe living conditions and they are neglected (I wont get into those details) I want to petition the court for me to have primary custody so the girls can live with me during the school year. I don't want them not to see their mom or little sisters. I just want them to have a better life. A nice home, a good education and lots of love. Would I have to petition the court in the county in which she lives or can I in the state of Ohio? If I has to be in KY can it be held out of the same county? She has "connections" with that county (court and child services) which put me in the position of not getting primary custody of them in the first place. Thanks

The case has to be in Kentucky, because that's where the children live, and the county in which they live is the proper venue. You should hire an attorney who regularly practices family law in that county.
