Legal Question in Family Law in Kentucky

if a father who's never seen the child (now 2 yrs old) suddenly wants visitation and part custody and has been delinquent/late on child support payments to the point of jail time, now wants those rights what are his chances?

Depends on the circumstances, and the judge, but child support has no bearing on custody and visitation. The court may find that the man finally stepping up and being a father is in the best interests of the child, and allow him to begin visitation.
