Legal Question in Family Law in Kentucky

I am a foster/adoptive parent in KY. have a foster child that we plan to adopt. have had since 10 days old and he is 7 1/2 months old now. BPs can not be found/located and have had zero contact or involvement in life. Had pre-trial and trial is set for Oct. What happens b/t pre-trial & trial. Given the circumstances, can TPR be granted at trial?

Most likely little will happen between now and trial except for the Cabinet's attorney getting prepared. However, anytime up until trial, the parents could come in and beg the Cabinet for additional time. It is up to the Cabinet whether they proceed or not since it is their petition. The Judge can enter a judgment on the day of trial terminating parental rights and starting the 30 days running in which the parents can appeal the decision. The 30 days begins when the judgment is actually entered by the court's clerk.
