Is there a law in Kentucky that says an ex-husband must provide health insurance to the ex-wife as long as the ex-wife agrees to pay for it? He was the carrier of insurance during the marriage

No, exactly the opposite. Once divorced, you won't qualify to be on his policy. You should plan accordingly in your divorce settlement.
