Legal Separation or Divorce

I currently am seeking either a legal separation or divorce from my husband. He is not agreeing to either and finacially it is impossible for me to acrue large legal fees. He is acting irrationally and has taken property from my apartment which he claims is his. We have been separated for over a year and the majority of our bills, including the apartment, is in his name. We have two children and I am the primary caretaker. Is he responsible for any of the legal fees if I initiate legal action? What would be my best course of action to begin this difficult process?
