using my likeness without permission

Can any one use someones likeness without permission such as Ohio posting pictures of dead beat dads?

This is not actually a family law question. However, I believe you are confusing the use of someone's likeness for a private, profit making venture versus for criminal sanctions/searches or for the purpose of spreading non-libelous information. Unless the information connected to the photo is false, then you should probably just pay the child support.
