I have been married for 18 years my husband walked out on us and moved in with his girl friend we have 1 child that we have permant custody of her and i im disable i do not recieve any state help i can not work does he have to help us with the bills and he wants a divorce should he have to pay for it.

Yes, absolutely! You need to go see an attorney IMMEDIATELY to represent you. Contact your local Legal Aid office, and if they cannot take your case, contact the local bar association to find an attorney to represent you pro bono.
You want to make certain that he isn't dissipating marital assets, and the best way to do that is to file for divorce as soon as possible. You can do this free of cost by filing in forma pauperis, meaning you are unable to pay. Then you can get a temporary order for relief that will order him to pay maintenance and child support during the pendency of the divorce action.
Just because one spouse works and the other doesn't, does not mean all of the assets belong to the spouse who works outside the home. You are entitled to your share of the marital assets, to child support until your child reaches 18/graduates from high school, and I would certainly pursue maintenance.
Also, since your husband has left you and your child with no money, you also need to go file for disability benefits to get those started. You should apply for other government benefits as well, such as food stamps (which is now actually a debit card), and Medicaid.
