It is hard to know exactly what is meant about "non-custodial" and it is also not clear if you mean he put pictures on or if he set up accounts for the children. Assuming that he still has parental rights but the children do not live with him, the there is no law that would preclude him from posting pictures unless they are indecent and no law precluding him from setting up their own spaces. If problems arise from this activity, then a specific order addressing it can be sought.
