Mother left state with child for 10 years

I had a short tryst with a woman almost 12 years ago now. We only dated a few times. Later, I saw her and she was visibly pregnant. She told me that it was another man's that she was with and they were moving to Indiana. Just after the child was born, she moved with this man to Indiana and married him about 5 years later. They remained married for 4 years. After their marriage ended she returned to my area and I got served for 11 years back child support, medicals, etc. I have the mother on tape admitting to lying to the County Attorney all those years so they wouldn't find me and she could raise child with other man. The County Attorney started a file in 1997 and even after several tickets and even false charges being filed by them during this time. They now claim they couldn't find me to serve me and inform me of the child. I believe they both slept on their rights and the mother is civilly liable for hiding the child from me. I also believe that neither have a case for now getting support, past or future and the step-father has established himself as the father. With the preponderous of evidence that the County Attorney knew where I was and just didn't serve me, maybe they are even liable civilly. Unique case, any help here?

You absolutely need to get an attorney to represent you in this. The stakes are very high and there are some valid arguments to make on your behalf.
