Is a person that has been ordained by universal Life church online able to marry couples in Kentucky and it be legal?

Eh, I guess. The statute is pretty vague. The important thing, really, isn't whether the person actually meets the statutory requirements to officiate, but rather, whether the couple getting married believes they do. The marriage is official when they sign the license along with their officiant and return it to the county clerk. The marriage is still valid, and not void if the officiant turns out to be a con artist not a minister, etc.
