can i relinquish my parental rights,and get out of my child support payments?

The only time judges grant a voluntary request to terminate (relinquish) parental rights is when there is someone ready to step into those shoes and adopt, such as a step-parent. The standard is "best interest" of the child, not best interest of the parent.

You apparently brought this child into this world, the law expects you to help care for him or her.
