Legal Question in Family Law in Kentucky

My sister is being abused by her husband. She has tried to escape from him but has no success. She has started fighting back and protecting herself from him but he is able to over power her. He is related to local and state police officals and real good friends with them, so they offer no help to her and have even told him that if he is going to abuse her make sure he doesn't leave any marks. What should she do? She also has a teen daughther who will not leave the home with her, so she can't leave her in his care.

Other than remaining in the situation, she can file an Emergency Protection Order petition with the local District Court.

Also, if she can leave and go to another county where she has someone to stay with or an abuse shelter, such as Lexington, then she can file the EPO in that county.
