my son who has custody of my 8 yr old granddaughter is moving to Florida and I am keeping my granddaughter with me. I have a POA for her medical needs. Do I need a legal guardianship form also?

It would be preferable if you had guardianship or joint legal custody of the child in case of emergency. A POA may not suffice in every situation. If the mother is not involved in the child's life, your son and you can enter into an agreement concerning joint legal custody which would allow you to deal with any issues that arise with your granddaughter.
