Legal Question in Family Law in Kentucky

I have twin boys with my ex boyfriend. He lives in Ohio and I live in Kentucky. I was going for child support, but he recently contacted me and told me that he wanted to sign over his rights and not have anything to do with the children. I have an amazing fiance' that wants to adopt the boys as it is right now, but we can't get that process going until we can get my ex's rights signed over. The child support office here told me that he (my ex) would have to get an attorney and then the judge wouldn't sign off on it unless someone were to be there to adopt them. I then asked well, what if he is an unfit father? Can I get his rights taken away? They told me that I couldn't. What do I do?

Get married and you can do a step-parent adoption. The step-parent adoption will terminate biological father's rights at the same time as the adoption. Your new spouse will also need to live in the same residence with the twins at least 90 days prior to filing the adoption.
