Legal Question in Family Law in Kentucky

unmarried mothers custody options

My best friend currently lives in Kentucky with her boyfriend, they are in the process of spilitting up and their daughter is 3 months old, she is originally from Ohio. There has been no legal custody arrangements made but I do believe he did sign the birth certificate as the legal father. What options does she have in moving back here and where should she start in the court systems?

If the daughter was born here in Kentucky, then Kentucky has home state jurisdiction. The only way that she could get jurisdiction in Ohio would be to move back there and hope nothing gets filed for 6 months. After being in Ohio for 6 months, she should be able to have home state jurisdiction there.

If she files something in Kentucky, then home state jurisdiction gets set here in Kentucky.
