hi i just wanted to know if in the state of kentucky do they check all of your previous marriages when appling for a marriage license

No, there is no centralized system that tracks marriages, although Vital Statistics has all of those records for Kentucky. So, it's up to you to determine if you're committing bigamy.

Nope, they just figure that if you are breaking the law by getting married to someone while already married, you will eventually get caught and go to prison.
