Can a wife sue a husband for leaving her with all of the bills to pay?

Yes. It's called a Petition for Dissolution of Marriage.

If they are truly his bills and you are not obligated on them directly, then you are not responsible to pay them by virtue of the marriage. If you are obligated on them because you signed the note making you liable for them, then you will still be obligated on them despite a divorce. If they debt is overwhelming, then talk to an attorney familiar with both family law and bankruptcy law. I know at least one of these.
