The father's termination of parental rights won't get you any closer to your partner adopting your child. Under Kentucky law, she cannot adopt your child. Only married persons or one single person can adopt a child. Same sex marriages are not legal in Kentucky, and gay and lesbian couples cannot both be the legal parents of the child.

As for Dad, not paying child support isn't enough to terminate his parental rights. Being on the birth certificate is irrelevant concerning parental rights. For children born out of wedlock, paternity has to be established through the courts, or Dad does not have any parental rights. However, it is just a matter of Dad filing some papers for him to be acknowledged as the legal father, and have standing for custody and visitation rights.
