My x-wife filed for divorce, she brought the divorce papers to me at my house to sign, I signed them but not in front of a notary, she had her sister to notarize them after the fact, is this legal

Well, the notary is supposed to witness your signature, so technically speaking it is invalid. However, if your argument is that you do not want to be held to the settlement agreement on the basis that your signature was not witnessed by the notary, although you admit it was your signature, it probably won't hold water. At best, you'll get a new copy to sign, in the presence of a notary this time. Your former-sister-in-law the notary could be in a bit of hot water, however, concerning her commission, since she affirmed the document was signed by you in her presence. Of course, it's your word against hers (and your ex-wife's).
