If someone is injuried while traveling on a public roadway and while passing by a home owners tree limb falls and damages the car leaving the driver trapped inside the car. What law supports the fact that the home owner is responsible?

There isn't statutory law, it's common law pertaining to premises liability. Meaning case law or "judge-made law." And pulling those cases is more than you get from a free legal website.
