Legal Question in Health Care Law in Kentucky

I recently stopped seeing a doctor I had been with for almost 2 years now. On my last visit yesterday I asked for copies of my medical records and was blatantly denied. These were not mental health records by the way. From what I can gather and understand about the HIPPA is that the doctor/practice is required under federal law to supply a patient with copies of their records when asked. Because they think I'm a "dumb country hick" they tried telling me the HIPPA says I'm not allowed my records and I need to have a new doctor send a release. I know I'm allowed a copy for my own personal records. What's my course of action?

You are entitled to not only a copy of your medical records, but one free copy of your records, pursuant to Kentucky law. KRS 422.317 to be exact. http://www.lrc.ky.gov/KRS/422-00/317.PDF I suggest you print that out and include it when you mail them a written request. Let them know if they refuse to comply, the next request will be made by your attorney.
