Held in Jail for Owing someone money.
Is it legal for someone to be held in jail for owing someone money for damage done to their car while having no insurance?

For owing money - no, it isn't lawful to jail someone. For failure to abide by court orders that call for restitution for damage done while driving illegally - yes, it is lawful to jail someone for that.
My best free advice to folks is to avoid breaking the law. My second best free advice is to pay your debts whenever possible.
