hoarder's dog self attack liability
A woman hoards 20+ dogs. It is
condoned and tolerated by county
officials. Sweet lady. Her dogs
attacked her last year - numerous
leg bites. IF she is again attacked
and then killed and/or ''seriously''
maimed, is the county liable for
ENABLING this situation?

It is extremely unlikely that the county would be liable. This gets into sovereign immunity and qualified immunity issues that are too complex to give a 100% answer but the general rule is that the county does not owe a duty to this woman and even if they did act, their actions would be protected.
