can a retail employer legally garnish wages for a customer's returned check?

Yes, garnishments are legal when court-ordered. If you mean that the store where you work is garnishing your pay for a bad check you wrote them, then that's different, but if you owe the money it's probably better they garnish than taking legal action against you and/or firing you.
